[Young journalist Hansae Jung] Foreign investors and institutions made net purchases exceeding 2 trillion won, pushing the KOSPI index to an all-time high on the 10th.

On this day, the KOSPI closed at 3,314.53, up 1.67%(54.48 points) from the previous day.

It surpassed the previous all-time closing high of 3,305.21 recorded on July 6, 2021, for the first time in about 4 years and 2 months.

The same day, the KOSPI also rose to as high as 3,317.77, exceeding the previous intraday all-time high of 3,316.08 recorded on June 25, 2021.

The rally was driven by foreign investors and institutions. Foreign investors made net purchases worth 1.5017 trillion won, while institutions made net purchases worth 10.0585 trillion won, uplifting the index.

In contrast, individual investors sold a net 2.5342 trillion won, offloading their holdings.

Foreign investors have consistently been net buyers in the KOSPI market since September. Institutions have recorded net buying for four consecutive trading days, bringing a gentle breeze to the stock market.

It is interpreted that this was driven by the three major U.S. stock indices hitting record highs overnight, along with expectations for the new government’s capital market policies.

Foreign investors, who had neglected the Korean market for nearly a year, turned to net buyers ahead of the new government’s inauguration in May, starting with net purchases of 2.01 trillion won in domestic listed stocks, and have since led the KOSPI’s bull run.

However, the Ministry of Economy and Finance’s tax reform plan announced at the end of July, which included lowering the classification threshold as a ‘major shareholder’ subject to capital gains tax from 5 billion won to 1 billion won, poured cold water on the previously heated investor sentiment.

Subsequently, as President Lee Jae-myung announced that he would use his upcoming 100th-day-in-office press conference on the 11th to present the government’s final position on whether to proceed with the previously proposed tightening the threshold for major shareholders, investor sentiment has begun to recover.

Some political circles have said the government is leaning towards keeping the current 5 billion won threshold, aligning with the ruling party’s position.
